As a ship approaches port she will rendezvous with a boat flying the hotel flag and a pilot will leap from the boat to the pilot ladder which hangs off the larger vessel’s leeward side. Accompanied by a junior officer, the pilot will made the short but arduous climb up to the bridge where she meets the captain and discusses the ship’s capabilities, problems and the plan for safely docking the ship. Then tugs are discussed. Often the pilot suggests more tugboats than are absolutely necessary in order to provide a safety factor in the event of unexpected problems (e.g. high winds or current, breakdowns, heavy boat traffic, etc) and the ship owner, who has to pay for the extra safety margin, favors calling the minimum number of tugs required. Stuck in the middle is the ship’s captain who has to make the final decision.
